The Renters’ Rights Act has changed the way landlords and tenants approach pets in rented homes. Since the May 2026 reforms, tenants have greater protection when requesting permission to keep a pet, while landlords must have a genuine and reasonable basis if they want to refuse.

For tenants, this means knowing how to make a strong pet request. For landlords, it means understanding where a refusal may be justified and how to manage requests without creating unnecessary disputes. A landlord should not rely on a vague statement such as “I don’t allow pets”. The reason for refusing should relate to the circumstances of the property, the animal or another legitimate consideration under the applicable rules.

The increased focus on pet requests makes good tenancy records more important. 

When a request is received, landlords should keep a record of: 

  • The tenant’s original request. 
  • Any information supplied about the pet. 
  • Questions or concerns raised during the assessment. 
  • The decision reached. 
  • The reasons supporting that decision. 
  • Any conditions attached to approval. 

This creates a clear audit trail and can help demonstrate that requests have been handled consistently.

Could Pet-Friendly Properties Become More Attractive?

Pet-owning tenants can face a smaller pool of suitable rental properties, particularly where demand is already high. A landlord who is prepared to consider responsible pet ownership may therefore appeal to a wider tenant audience. 

That does not mean every property should automatically become pet-friendly. Instead, landlords should assess the practical implications and establish sensible procedures for considering individual requests. 

For landlords in competitive rental markets, understanding tenant expectations alongside the legal framework can support better long-term letting decisions. 

The Bigger Picture for Landlords 

The changes surrounding pets are part of a wider shift towards stronger tenant protections and greater responsibilities for landlords. 

With the Renters’ Rights Act now influencing tenancy practices, landlords need to look beyond simply finding a tenant and collecting rent. Policies, documentation, communication and compliance all form part of effective property management.
